RL-1 Reporting Requirement in the Trucking Sector – Harmonization with the CRA

Revenu Québec (RQ) has harmonized its reporting requirements with those of the Canada Revenue Agency (CRA) for fees (or other amounts for services rendered) paid by a business in the trucking industry to Canadian-controlled private corporations (CCPCs) also operating in the trucking industry.
As a result of this harmonization, payers in the trucking industry are now required to file an RL-1 slip and report fees for services in box O (Code RD) even if no Québec income tax was withheld from the amounts.
Payers in the trucking industry should:

  • Review contracts and payment arrangements with trucking service providers structured as CCPCs;
  • Confirm whether payments are subject to the reporting requirements; and
  • Confirm that accounts payable and reporting systems reflect the rules for both RQ and the CRA. (Please see Late Breaking Payroll News for CRA’s reporting requirements.)
