Temporary Foreign Workers Program (TFWP) Usage & Penalties

On October 6, 2025, the federal government announced significant reductions to the Temporary Foreign Worker Program (TFWP), including a 50 per cent overall decrease in application volumes and a 70 per cent reduction specifically within the low-wage stream.

Employers who fail to comply with these new limits may face administrative monetary penalties (AMPs) of up to $1 million annually and risk being temporarily or permanently banned from participating in the program.

Additionally, employers may be subject to audits by Employment and Social Development Canada (ESDC) and could face non-compliance violations if they fail to meet program requirements.
