In Quebec, group notice is required when an employer terminates or lays off 10 or more employees within a two-month period, provided the employees have each worked at the same establishment for at least six months.
The notice must be sent to the Minister of Employment and Social Solidarity (MESS), and to la Commission des normes, de l’équité, de la santé et de la sécurité du travail (“the Commission”).
Effective April 9, 2025, the Quebec government introduced and passed Bill 85, An Act to amend various provisions for the main purpose of reducing regulatory and administrative burden. The Bill stipulates that employers will no longer be required to send a notice of a collective dismissal to the Commission, and that the Commission would need to request a copy from the MESS if needed.
