On January 28, 2025, the Quebec government introduced a Regulation to amend the Act respecting labour standards, allowing municipalities, metropolitan communities and inter-municipal management boards, as is already permitted in the case of non-profit organizations having social or community purposes, to have a child under the age of 14 perform work in a day camp or vacation camp it organizes or to assist another person or provide support in the context of sports activities, in particular as an assistant instructor, assistant coach or scorekeeper.
Since June 1, 2023, employers can no longer employ a child under the age of 14 with the written consent of a parent or guardian.
Employers who hire young employees must understand the exceptions and review their hiring policy and practices.
The National Payroll Institute will monitor this amendment and advise its members accordingly.
